Allow links in chat

Add a setting to allow if players can send links in chat, but even if enabled Mods and Contributors of the game still would be able to send links

I would add that to the PM system rather the game chat just for safety reasons.

You can already send links in chat, Iā€™m saying that you should be able to disable sending them
